Rent Arrears in Uganda: How to Collect Late Rent Without Breaking the Law

Late rent is normal in Uganda. A weekly routine for collecting rent arrears that gets paid and stays inside the Landlord and Tenant Act 2022.

Rent arrears are the daily reality of letting property in Uganda. Salaries land late, school fees collide with rent, a tenant's own customers have not paid. Most late payers are not trying to cheat you. What decides whether you get your money is not how loud you are but how predictable you are, and whether everything you do would look reasonable in front of a local council court.

This is the routine we recommend to landlords using Rento. It works with a book too; it just takes more of your time.

1. Remind before it is due

A reminder three days before the due date does more than ten calls afterwards. It is a courtesy, not a threat, and it removes the "I forgot" excuse before it exists. A second reminder on the due day catches the rest. Rento sends both by SMS automatically; you set the due day once and never type a message.

2. Accept part payment and receipt it

Uganda runs on instalments. Refusing UGX 150,000 because the rent is UGX 300,000 only delays the other half. Take it, issue a receipt for exactly that amount, and keep the balance visible to both of you. The Act requires a receipt for every payment, and a tenant who can see "balance UGX 150,000" on their phone rarely disputes it.

3. One written reminder a week

Once the due day has passed, a written reminder once a week is enough: the same wording each time, with the amount outstanding and the number of days overdue. Keep it factual. You are building a paper trail, not winning an argument.

Example: "Kasese Rentals: UGX 150,000 for A2 is 11 days overdue. Please pay to avoid inconvenience." Short, specific, polite.

4. Talk once, properly

After two or three weeks, one conversation. Ask what happened and when the balance will be paid. Agree a date, and write it down, ideally by SMS so both sides have it. Many landlords find that a tenant who is given one clear, respectful chance pays; one who is shouted at every evening pays nobody.

What to write down after the conversation

One message, sent the same day, so the agreement exists somewhere other than memory: the amount owing, the date the tenant said it will be paid, and what happens if it is not. "As discussed: UGX 150,000 for A2 by Friday 26 September. If not received, written notice follows on Monday." Polite, specific, and impossible to misremember.

5. Know what the law allows and forbids

The Landlord and Tenant Act 2022 sets out how notice for arrears must be given and how a tenancy is ended for non-payment. It forbids self-help: no changing locks, no removing doors or roofing sheets, no cutting water or power, no seizing the tenant's property. Those shortcuts turn a tenant who owes you money into a tenant who can claim money from you.

6. Serve notice in writing when you must

If the agreed date passes with nothing paid, serve the written notice the Act and your agreement require. Deliver it by hand with a witness, or by a message the tenant cannot deny receiving, and keep a copy. The lawful eviction process starts here, and only here.

7. Decide early what "too late" means

Write it into the tenancy agreement: after how many days notice is served. Tenants respect a rule that was there from the start far more than one invented in anger.

What the numbers look like

A landlord with 12 units and a paper book typically spends two or three evenings a month chasing. With reminders sent automatically and a live list of who owes what, the same landlord spends fifteen minutes a week reading one screen and making one or two calls. Frequently asked questions

Can I lock out a tenant who has not paid rent in Uganda?

No. Self-help eviction is prohibited by the Landlord and Tenant Act 2022. Serve written notice and, if needed, go to court.

Should I accept part payment of rent?

Yes, and receipt it. Part payment reduces the arrears and the receipt records the balance still owing.

How often should I remind a tenant about arrears?

Before the due date, on the due date, then once a week in writing. More than that irritates without improving the result.

Can I charge a penalty for late rent?

Only if the agreement provides for it and the amount is reasonable. A penalty that is not in the agreement cannot be enforced.
